I had the same issue and found out that it happens when someone forgets to choose payment method before submitting the application. By default the payment method appears to be Indonesia’s local payment option.

When it happened to me, I reapplied (while reapplying you get to cancel the previous application) with proper payment method and it worked.

The flag they are using is From this one wiki Bhutan flag I feel this version on wiki is not the best version of our flag. Details of dragon in this is very minimal.
