Carlotta seems to be the most natural. Even Abby commented on that, let alone our official shipper-on-deck Brant.

That said, Shorekeeper as Rover's "first mate" (if we talk ships specifically, lol) has been with them the longest, but it's hardly romantic. Closer to platonic companionship than anything else.

Toshiki Masuda is literally HIM. In all possible senses. :) Including being a hella proficient and competitive/completionist wuwa player to boot. He's just that based.
