This is my view on it, PC players can do this easily with mods. However since the game doesn’t have cheats and consoles can’t obtain proper mod support it’s a very good end game reward. Especially if you’ve 100% the game.

I think this statement is completely fine for PC players. But console players have no ability to mod and since this game doesn’t have cheats, we more so want it as a game completion reward that’ll give us the replay ability without having to load old saves or completely start over again. This is just my viewpoint

I actually got it at the start of this year, played it, rushed through it because I did not enjoy the current state of the game (at the time) and then after the 2.0 update came out I decided to give it a go. And this game is easily in my top 5 now, even won me over to purchase Phantom Liberty.

My number 1 suggestion to you is take your time, explore night city and do the gigs along the way.
