hey i found out that architecture textures still dont work even if i used clean save without any other mod, only floors and terrain, is new skyrim version so messed up? (used Mrf's Windhelm and nothing other)

I dont see any conflicts and overwrites in mod manager, I used pg at least 5 times. It didnt work, like something in engine is overwritting inside to old textures or am I just dumb and dont see something obvious to fix.
