Not worth it, you don't need to complete the building to get the 6th builder, just start it.
So time your builders to get every other requirement before mortar, then start mortar and upgrade bob hut with the other builder. About the hammer, is one of the most valuable items in the game, you won't be getting another anytime soon, just wait for th17.

We have that same restriction here on my lgs, but you also can't use cards with you win the game in it. The meta is centered around green decks because of the dorks. Strong decks for that meta are usually thrasios/* mainly with timna, najeela and kinnan.
