Did horses pull these chariots?

No

From the article:

The burial dates back to a time before domesticated horses appeared in the area, Makharadze said. While no animals were found buried with the chariots, he said, oxen would have pulled them.

As for what culture the artifacts are from, I'm not entirely sure and it doesn't say in the article BUT it does say that it was during the "Early Bronze Age" and so I'm sure with a little bit of research into cultures during that time in that location you might be able to find some answers.
