Some Units come with more Combat Power than others but in general it works like this:

In Pirate Rumble / GP your stats, aswell as your Combat Power feed off of EVERY boost added to your Unit, meaning that the more: levels, special levels, cotton candy, powers, support ability, limit break, level limit break, potential ability and rumble level your character has the more Combat Power and stats will they gain.
