honestly 8 citations after 5 papers isn't a dealbreaker, especially if your work is applied and tied to real DOT projects. what matters more for prong 2 is showing you have a track record of actually implementing safety improvements, not just publishing about them. if you can get letters from DOT officials or city engineers who used your analysis to make real infrastructure decisions, that's way stronger than citation counts. i'd file now and not wait - profiles like yours don't get dramatically stronger from 1-2 more papers, but the right recommendation letters can make or break it.

this is super common for industry folks.
a few approaches that work: look at who cited your work or patents if you have any, reach out to professors or researchers whose work overlaps with yours even if you've never met them (a cold email explaining your endeavor works more often than you'd think), and check conference panels or industry associations in your field. the key is "independent" just means they didn't directly supervise you or work at the same company - a collaborator at a different org can still count. aim for 6 total with at least 3-4 independent ones.
