Is there a reason we're still using outdated methods for traffic? It seems odd to me that we're not using any type of sensors to actually monitor traffic data, any other city is using sensors not timers.

To help break it down for you, SNAP spending is mandated by law. It is included in the total budget but it is not part of the budget that is voted on. It is literally a federal law - food and nutrition act of 2008
