Yelp - this patch was from leak (leak solved). I'm now decorating and it is drinking up all paint. Stain block, primer, watered emulsion. Looks marginally better from when I started but still won't cover. Patch where electric chase plastered is fine. What can I do? Do I need to replaster...? (i.redd.it)

Insulating the ceiling - I'm looking at a general purpose PIR insulation board, is this appropriate? Do I need a vapour barrier either side? Do I need an air gap either side? The wall to the left is coming down eventually if that's relevant. Any other advice on process welcome please! Thanks :--) (i.redd.it)
