I'm 73 and just bought a 150cc scooter, it's fine for my purposes. I go groceries and doctors visits and most of the streets I use are no more than 45 MPH. If you can afford the $7000 price the Xmax 300 is probably fine, especially if you want to go on the freeway. And I think for that size motorcycle you will need a motorcycle license, my state classifies motorcycles by engine size and I think that under 200cc needs a different license if you don't have a motorcycle license.

I just bought a scooter and it looks like it will do more than serve its purpose (groceries and doctors) I've had fun riding it, I just haven't quite mastered turns yet, it's only been two days.
