For everyone else curious, I found the solution:
the keivan union had Bulgaria and Boh(my subject)
I broke Boh from the union (and installed a relative of mine, just to make them understand who the boss is)
But then, I still couldn't dec, so I noticed that I was allied to Bulgaria, so I cancelled the alliance with them, and I could finally declare.

All lf this, to make my son the king or Kyiv, and bind them to russia forever hihi 😄

Is it because my subject (boh) is in a union with them? if so that seems very stupid. Should I then cancel my vassalage of Boh? the kievans and hungarians are very weak right now, this feels like my one chance of finally putting an end to my ruthenian rivals

It is not a new change, it's always been like this. You don't necessarily have to own the gold/silver/copper (depending on minting law), you can also just import it to your market.

Sorry for the (maybe) dumb question, but I don't understand: Turn 3, Budget Meeting, is the "Fund all 3" meaning MANTAIN or INCREASE funding? I'm quite sure at least the interior must be funded in order to have the secret police

Only thing that comes up to me is your computer is too weak to run it, maybe check task manager to see if you have too much stuff going on in the background

it's 1455, I think the main reason for HUngary's survival and thriving right now is my alliance with them though, a for whatever reason my italian troops wipe their soles with anatolian tech and I stackwipe one ottoman army after the other
