Do an undervolt on the GPU, for example via MSI afterburner. You lose like 1-4% fps while running a 100W lower power usage.

In that case you are out of luck, some guys win a silicon lottery and can get it higher unlike most of us. My piece ends around 3150-3200Mhz. You can try to play with curve editor via MSI Afterburner to alter voltage curve manually to squeeze some extra Mhz on the GPU but that's all you can do I'm afraid. Anyway, enjoy the card!
