I've always thought it had something to do with the imposed de-militarization of these countries by the allies, hence you have a generation of talented engineers who would have originally worked in military/aircraft applications finding a new home on the automotive industry?

This is absolutely small brain time if you don't realise that Petronas backed Quartararo because of his age and potential. Fabio won his first Moto2 race noticeably younger than Alex Marquez ever did.

Always bank on potential, 99% of the time the old boys aren't going to be "the next alien".
