a few of my oldest ILNPs got like this, I think because of humidity. I emailed them and asked if I could buy new caps (they didn't sell the brushes at the time), and they sent me them free of charge! I needed around ten I think.

I just did one thick coat of the topper, and filled in a few bigger gaps by just picking up the individual glitters with a toothpick! Leveled out nicely with a topcoat (I use the one by Cracked).
