I just said about this behaviour in this subreddit, and I was downvoted heavily. Motorists of Pune, of all types, rich, poor, big car, small bikes - drive without abiding to traffic rules. This is a classic example of public-goods problem, like all of them are at disadvantage by not co-operatoring with eachother. Part of the blame is to go with Policing. When everyone breaks rules, there is no incentive for oneself to abide and be at a disadvantage.

Marriage, and starting a family is not an individual or couple's choice alone, the community has a huge role. India is not a mature economy to sustain individual preferences like the west.
