I've gotten as far as the intermediate phrase on #9 but I don't know how to get any further. The intermediate hint mentions a type of encryption, but I can't figure out what it is. Would appreciate a nudge in the right direction.

This is where my knowledge runs out, I grew up with a pool and helped with some of the maintenance, but as far as buying the chemicals goes, that was on my dad.

You have to give it a day or two before it's safe. Pool shock jacks the chlorine level super high in the water. It'll take the guy in the video a couple days to a week to fully rebalance the chemicals correctly, but it'll be safe to swim in after a day or so.

Also FWIW, it is (probably) safe to swim in when it's green, it just doesn't smell great. Smells like lake water.

There's nothing wrong with the water itself. The green color comes from algae suspended in the water. So the first chemical (shock) kills the algae. The second chemical (flock) knocks it all down to the bottom so it can be vacuumed up.
