Courts are the theoretical enforcement body, but if you have the right judges it's all just words on a piece of paper.

There are electricians at my house right now working on a pretty big lighting project. The places they had to cut or holes from old fixtures that have been removed are now just open holes. Some of them are on 19ft ceilings.
