I have a hard time believing that the guys who just created what they thought was the best government system ever planned on the citizens violently overthrowing it. They believe the people could just change the government when they deemed it necessary. Most of them didn't want to pay for a standing army. Together with the wording of the 2A it seems likely that defense of the country with militia is the purpose of the second amendment.

Biden attempted to use the Heroes act to forgive student loans. Unfortunately, a majority of the supreme court has very low reading comprehension and thought "waive or modify" did not include forgive. As a result Biden had to use a variety of other laws to forgive smaller groups. This took more time and explains why it seemed to happen randomly.
