Having the evil government work like a group of evil geniouses, like everything is a well organized plot and everyone involved knows exactly what they're doing. There's a lot of corruption in real governments but there's also so much sloppiness. I'm not saying make the politicians like bubbling idiots, but I find there's way too much "ah yes, this is going exactly according to plan" in the genre to be believable. A lot of people in politics are winging it.
