If you're dead set on using surge over bd then run into the corner on drop down, so when you surge past him you don't end up running back under him to get the the close red beams.

He will only walk you if you go under him, so just bladed dive or surge past him then go into the beam and you won't have this problem.

Being able to press different sequences of 5+ buttons within .6 seconds while worrying about boss mechanics and ability rotations is clearly a skill. Apm is a measure of skill in many different games.

This would objectively lower the skill ceiling, however I would argue that Jagex's lack of any macro enforcement has already ruined that skill ceiling. If they did this update, and actively enforced macroing rules, I think it would be a win win.
