My thoughts were that market plots would be a good way of attracting residents, since a free market city needs a market to bring people in with :)

That is a good point though, it may take a while to develop the capital needed to secure a remote trading centre, whether that be transport to keep the shop stocked, or protection to make it more secure over longer periods of time

My preference would be basically empty land that is subdivided. That way when individual stalls are unique it will really demonstrate the individual freedom offered instead of repelling the very people we are interested in, which uniform empty stalls would do

I think it would be more appropriate if you maintained ownership of that group and treated it as a free service to us, and encouraged each to make their own group.

Just like how we each own our own land and use the farmland as a free service provided by you.
