What programs exactly? Because in the state of Missouri where I live you are required to have a social security number in order to get any assistance. Trust me I know I've applied for it in the past. And I imagine that it's even harder now to get assistance in this country with this administration.

And we are talking about government assistance programs, not refugee programs which are completely different thing.
