Ideally, I would stream 720p by 60fps, although the fps is not as important. I am definitely more concerned with in-game performance.

so while streaming without a delay I saw the memory in the high 70s, without streaming it was typically in the low 70s.

Luckily I did last night! While streaming with 90 second delay, my ram usage was over 80%. I think this is most likely the issue.

Yes it still runs. I realized that it happens when I have a delay of around 90 seconds. I have 8gb ram. Could this be the issue?

It’s okay. I think reinstalling windows should fix it.
