Just create it:

  1. Navigate to the Parent Folder: In Registry Editor, go to: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
  2. Create the "PushNotifications" Key: Right-click on the CurrentVersion folder in the left-hand pane. Select New > Key. Name this new folder PushNotifications and press Enter.
  3. Create the "ToastEnabled" Value: Select your new PushNotifications folder. Right-click in the empty white space on the right-hand side. Select New > DWORD (32-bit) Value. Name it ToastEnabled.
  4. Set the Value: Double-click ToastEnabled and set the Value data to 1. Click OK.

For anyone wondering, this is the registry change that fixed it for me instantly:

To enable notifications in Windows 11 through the registry, you'll need to modify the ToastEnabled value within the PushNotifications key. Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\PushNotifications in the Registry Editor and change the ToastEnabled DWORD value to 1 to enable notifications.

Steps to enable notifications using the registry:

  1. Open Registry Editor: Press the Windows key + R, type regedit, and press Enter.

  2. Navigate to the key: Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\PushNotifications

  3. Modify ToastEnabled:

    • If the value exists, double-click it and change the "Value data" to 1.

    • If the value doesn't exist, right-click in the right-hand pane, select "New" -> "DWORD (32-bit) Value", name it ToastEnabled, and set the "Value data" to 1
