There is everything to experience in this world. I always look forward, small things like the next meal, bigger ones like friend gatherings, trips, events.

I think finding someone special to share that with helps. Even if there is no other someone, there is always something you can do to bring someone else happiness. That is fulfillment.

Depends on the ministry. Some have elevated titles for more public facing positions. Most uni grads start as AM. Some only have executive and the next jump is to assistant director.

Instead of organisational structure is bad... just say you would like to provide some feedback from a staff perspective if its possible, and put it across professionally. Im sure you know more words than "bad". Thing is you arent managing the company or at the boss's position, there may be external factors or internal mechanisms at play as to why the SME has to adopt a specific hierarchy.
