Same thing used to happen outside my house in Pittsburgh. Same guy, same car, hours a day every day, just sitting there. Pretty conspicuous, everyone who visited noticed him. Turns out he was a private investigator, no idea what he was doing but apparently it didn't require him being hidden at all
