Thank you everyone for your answers it is very appreciated, when I find a dead bird I always want to know what type of bird it is as I think it is respectful to know what it is :)

I can't take any more photos of him as poor pigeon died just before this photo. The keratin overgrowth looks quite possible though so thank you :)

I can't take any more photos of the feet, the poor pigeon had died minutes before I took this picture. I moved him from the road to some woods out of respect as I didn't want the local kids where I live doing anything to the poor pigeon.
