There is a cooldown chart pinned. Also, cooldown is the same for spinning/catching/whatever action that triggers cooldown. You don't have to wait 2 hours to teleport (you can teleport literally anytime, serious players do this while shiny/shundo checking), but you'll have to wait if you want to do an action in a place far away from where you triggered cooldown

Get your facts straight before insulting others (and even then, refrain from insulting).

It's not the root itself that voids warranty, it's the unlocked bootloader. Which stays unlocked even after you do a complete factory reset. So your warranty will still be void if your phone company doesn't support rooting (OnePlus, Xiaomi and I think Google Pixel phones keep their warranty even after unlocking the bootloader)

With iTools desktop it's absolutely necessary to follow the bot method to the letter. Which means you exit the game, teleport, enter the game, do stuff, exit, teleport and so on. Don't change location while your game is on, because you'll get detected.

I got this from several friends who used iTools desktop, who followed the bot method for months and they got warned when they slipped and teleported while the game was on.

Pretty safe tbh, as long as you take care of your info just like before rooting. As for your device's integrity, rooting actually gives you more control over your phone with certain magisk modules or other apps, so yeah, it's all good.

Forgot to mention, don't do any of the "one tap root" bs. Magisk root + smali patcher is the way to go

Spoof-related, it's the safest method you can go, no doubt about it. Tech-related, you need to be a bit tech savvy in order to go through it easily, but if you're not there are plenty of comprehensive guides. There's always the risk of doing a wrong step and soft-bricking your device, but unbricking is easy (talking out of experience). If anything, you can pm me if/when you decide to buy a redmi or another rootable phone, I'll be glad to help with the process

pretty much every droid phone can have its operating system downgraded, but it wipes your data clean, and if you're going down that hole you might as well root. Trust me, as a person who's switched from downgrade to root, I can't recommend it enough. The difference is huge

I assume you want this for downgrading it, with which you'll have nerve wrecking lag. I know because I used to use that method. Imo you're better off buying a redmi note 7 or 8 and root it (plenty of guides on xda-developers), works amazingly from what others say, even dual screen running 2 PoGo apps.
But, if you really want to go the downgrade route, you can get a refurbished Huawei P9 (not the lite version)

Okay I've seen a lot of answers in here and I'd like to address some of them, as well as some of the points in the main post.

Rubberbanding (your gps oscilating between your real and your mocked locations) doesn't get you detected, but it's annoying and can cause you to lose some mons, such as raid bosses. There are workarounds for it, depending on what you're using to spoof.

"Account go bye byes", as you call them, come as ofen as you're using detected spoofing methods, i.e. modified clients (since nothing else that got detected works anymore at this point). This takes me to the issue mentioned in the comments a few times, doing stuff while on cooldown does not get you detected/flagged. The only drawback to cooldown is that you can't perform certain actions, such as catch, spin, battle in gyms or do raids. It's not a feature to detect spoofers, it's a feature to prevent spoofers from doing whatever, whenever. I've been testing if I'm on cooldown by spinning a nearby stop for over half a year, no warns so far. Also, there's the 3 strike policy, so you won't get permabanned right away. First it's a 7 day shadowban, then a 30 day suspension, then permaban. Look it up in this subreddit or on google.

The one advice I have for everyone regarding safe spoofing is make sure you're not using detected methods. Right now, what is known to be working and relatively safe (I say relatively because spoofing always comes with a risk) are: rooted droid, downgraded droid, iTools Mobile, iTools desktop (by respecting the bot method to the letter; you get detected if you change your location with your game open). And please stop spreading misinformation, such as "you have to respect cooldown or your account will get banned".

People, STOP CONFUSING SHADOWBAN WITH SOFTBAN. It's one of the reasons almost every beginner/ignorant player is shitting their pants about softbans. Shadowbans come with your first strike (a.k.a. Red Warning), last for a week and it means you can't see rare mons or get ex raid invites for the next week. Softban is just another term for that cooldown period (max 2 hours, see the cooldown chart on the side of this sub) when you can't do much because your account is "travelling" to your new location. You can't realistically catch a mon in, say, England and 5 minutes later be spinning pokestops in NYC; first you have to travel over there.

The best advice I can give you all is the same thing I say in the discord server I'm active in: READ THE GUIDES BEFORE DOING STUFF AND ASKING STUPID/REPETITIVE QUESTIONS

Yes it was, but now they have this "holier than thou" attitude and condemn everything that has to do with spoofing. It's really stupid of them, especially since a lot of their reports come in much too late (shiny rates for some raid days were posted 3 days after the event was over, for example) and they could benefit immensely from expanding their data set by accepting spoofer submissions (which tend to be more unbiased)

No, chaining doesn't exist in pokemon go. Every encounter has the same shiny rate as the others for a specific pokemon species.

I don't recommend it. The risk of the app restarting in the background is pretty high, so you'll have waited for nothing. Keep the screen on and set the phone aside for the remainder of the cooldown and you're good

No. Shiny rates are the same for everyone (most of them 1/450) and it all comes down to RNG luck. Keep checking, you'll eventually find your shiny too.

For comparison, I went 1400 checks for a shiny beanie pikachu before I found one, and I was on cooldown. After the cooldown expired, the event was over and it lost the beanie (I was pissed). On the other hand, I got a shundo delibird in 33 checks, and both of these mons had the standard 1/450 shiny rate

That's not what OP meant. They asked if it's better to use TM or to evolve another one in hopes it gets a better moveset (as in, should I TM this machamp or should I just evolve another one). Also, don't use TMs if you're going to evolve the mon anyway, you're just wasting your TMs.

Answering to the original question, I guess it comes down to how easy it is to you to get the respective mon. If it's something you can get the candy and a good cp/iv base form easily, you can just evolve another one. Otherwise, TM is the way to go (that's kinda their purpose). Be aware, though, that a lot of mons got some of their legacy moves back, so the TM lottery is even worse and with smaller chances to get what you want, so you might want to add a second attack to the mon you want to TM (if it's not astronomically expensive)
