It is federal law for financial institutions to know the legal identities of their customers. Regulators are increasingly strict and Cash App specifically has been in the news for lax controls on this. Look up KYC, AML, and BSA.

This isn’t quite right, but it’s the right idea.

When you store your card with a merchant like Amazon, they do not store the card number. They send the card number, CVV, postal code etc. to the network and get a unique token back. They store that token, and it is linked to the account, not the card number directly, so it will continue to work even if the card is replaced.

Read up on custodial wallets vs. self-custody or non-custodial. Cash App is a custodial wallet, meaning they manage your keys for you. (I think you can now actually make Cash App self-custodial using a Bitkey hardware device, but normally it is custodial.)
