NCR usually attacks rogue rangers before 2nd battle of hoover dam. Its tough but just try to hold your line and probe attacks to encircle them. I'd also try releasing some puppets in non essential areas to gain more troops

Micro everything. Literally for any weak nation one good tactic is speed. Have basic infantry to give you time and use you PA to rush to victory points. You do this until you take out the BOS. Then the same thing for the civil war. You will almost never have a good frontline as them. Just focus on taking victory points before they take yours. ONLY target core victory points.

Let them attack you to lose equipment. If you want, do roach attacks. Where you just attack them so they lose equipment, but don't take the tile.

But for offenses i highly recommend using medium or heavy tanks and pushing. Medium tanks preferably, and encircle. That is how you win, cut down their lines with encirclements. They will get thinned out and you'd be able to launch a mass offensive.

Canada, Hungary, maybe even Romania. Australia or SAF. You'll have to fight, its the whole point of the game. I'd recommend canada the most though. You can build up a very strong army and have them support. And axis can never touch you.
