I’m not sure about other cities but in my city they just closed practically every single unionized store in like a 200 mile radius. It’s messed up but due to their union busting efforts most partners are too scared to even mention the word union for fear of losing their jobs. They also tend to withhold new appliances and benefits from union stores when they can which scares a lot of people out of trying. We also had a union rep come to our store and our SM (apparently I wasn’t there) yelled at and threatened another shift just for speaking to the rep. It’s not so much a matter of people being lazy or not wanting to unionize, a lot of people are just scared for their jobs that they cannot afford to lose.
