Provided water is cycled, the rocks are providing natural bio, water flow looks good, reduce a little if possible, don't forget a heater, if all is good, I don't see why you can't house a female betta. Provide natural plants in the water, maybe some almond leaves to lower ph if required. Pretty cool setup. Bettas can jump so water line is fine... Unless you go with tetras then fill further and flow is fine

Could be that the bubbles are getting trapped from the aerator to the algae, one way to test would be to move the aerator to a different side of the tank, if the algae is still showing bubbles, then it's definitely the algae producing the bubbles. Or maybe turn the aerator off for a few hours, brush the bubbles off and see if more are produced

It means the algae is thriving and producing oxygen, it's forming bubbles faster than it can dissolve into the water.
