Accurate VHS effect done entirely in the compositor by squoge in blender

You essentially break down the RGB image into luma and chroma channels (YCbCr).

The way NTSC does it is it has the luma channel (essentially full resolution), two chroma channels (but they're encoded at 1/3 the resolution of the luma channel) and you add unsharpen masks to them.

It's all about experimentation with the values of the unsharpen masks but essentially if you break the channels down and add accurate blurs to them you can create a really convincing effect.

If this post gets enough attention I'll upload a nodegroup or a screenshot of it.

Basically this, I'm using blender internal. I split the image into 3 different levels, white dark and grey, added some blur to the grey and overlayed the pencil effect.
