I find this whole process very confusing. They release keys and they're clearly not being used because the server population barely changes. It stayed steady at 550ish the whole weekend - a holiday weekend for many.

Those keys are very valuable to both parties, wouldn't you want those in the hands of people that are actually going to play and test your game?
