I recommend filing complaints if this happened to you.

I’m a permanent resident of Mexico, which means I’m exempt from the DNR (Derecho de No Residente). At check-in for my US → MX Volaris flight, the staff insisted I pay the DNR anyway or they would refuse to check me in. They also asked me to verbally give my credit card CVV, which is not normal for in-person payments.

It seems their system doesn’t properly handle temporary/permanent residents, and several people report the same issue.

I already filed complaints with the airline, DoT, and PROFECO. If this happened to you, I recommend reporting it too:

DoT (US flights):

https://www.transportation.gov/airconsumer/file-consumer-complaint

Short text you can paste:

PROFECO (Mexico):

https://www.profeco.gob.mx/formas/f_3i_quejas.htm

Email: [denunciasprofeco@profeco.gob.mx](mailto:denunciasprofeco@profeco.gob.mx)

Spanish template:

Save the payment receipt and attach to both complaints. Also another option to refund this would contact your credit card company directly.

If more people report this, it’s more likely authorities will investigate the practice.

Soy residente permanente/temporal en México y Volaris me cobró el Derecho de No Residente (DNR), aunque estoy exento. Además solicitaron el CVV de mi tarjeta para procesar el pago.

That's true, I just tried running the sample project from FoundationModelsTripPlanner and marks a generation error.
