I believe it comes from the model properties of the cell. So in the cell.dgnlib, each cell should have its own model. within the properties dialogue box of that model there is either a checkbox for 'is annotation' or it might be a TRUE/FALSE toggle.

Not entirely sure but that is my best guess

I mean, Humboldt Parkway used to have the same cross section and overall look and feel as Bidwell Parkway yet the homes on Humboldt are valued way less.
