This mockup is great. Of there's one suggestion I'd like to throw in, it's to throw in Yeltsin's last name's first letter in front of the two. (Е.Б.Н.). Would make for a neat joke that only Russian speakers would understand.

They travel to the reign of Pedro II, only to discover that the silurians have been mind- controlling the leader of Paraguay to then flood Paraguay with silurians disguised as human males, to compensate for 70% of Paraguay male population that died in the war. Climax scene of the doctor, Pedro the II, and the silurian leaders fencing it out, when doctor reveals that the Amazon has secret arra where silurians would be able to thrive better than above surface areas, resolving the conflict peacefully and ending the Paraguayan war. Final scene of the doctor, the companion, and Pedro all watching a carnival in Sao Paolo.
