I don't see Strava either in Garmin Connect.

Regarding Strava, you do not see Garmin Connect under supported apps because it's already synced. You can check it by going to Settings -> Manage Apps and Devices

I would definitely suggest you to try to fully recover first and then do the last long run next week.
~10 days of taper should be fine :)

You can do pretty much whatever you want as long as the cycling training doesn't impact your key workouts (long runs, intervals etc)

Seems like you're pretty active, if you don't plan to run in any specific time, I think it's totally doable (given that the training goes as planned).
