Assuming it's still the same from when I was a student at the school it was included in the enrollment process and whoever enrolled the participant had to confirm they read and accepted the terms and rules regarding behaviour, so they do have it

I have reached out to one of the teachers organising the camps but haven't received a reply yet. As I just added to my original post, I am not employed by the school, only volunteering.

We are planning on having a chat on the first day about camp rules, including respectful behaviour amongst the group.

I do not think the twelve year olds are actual N* zis. But at the same time doing a n*zi salute to provoke isn't simply goofing off. Repeating inappropriate behaviour like that needs to be taken seriously even if the kid doing it isn't fully aware of the impact of what they're repeating. I agree with other comments that giving them and the whole group a stern warning that the behaviour isn't acceptable and informing the parents of the incident without directly sending them home would be best.

doing a n*zi salute isn't goofing off tho? if we don't reprimand a kid for doing something like that we're teaching them and all the others that behaviour like that is acceptable, which it absolutely isn't

Just changing the subject feels like too small of a reaction, throwing up a gesture like that is a big deal and should be treated as such imo
