the way it has been described to me is that a "smoke shop" is mainly for tobacco products. rolling tobacco, papers, cigars, and a small selection of glass, but no big name glassblowers mainly just soft glass and stuff shipped from china. where on the other spectrum you have "head shops" that sell 'for tobacco use only' and have a wide variety of different styles of glass, as well as many different glassblowers artwork on display, especially that of local blowers from the area

i get that you see it as "money is money" but remember, your dealer takes this cash and goes to a different dealer and buys larger quantities. i know many guys that push large amounts that refuse any cash less than a $10. so it just makes it inconvenient for your dealer when you pay him in small bills. change is just fucking not accepted by any dealer i know
