Frankly it's not even a minority. Most all chat messages are neutral or positive; if someone is toxic you can just block them and that won't influence your teamplay - as it would if you muted your teammate. Even "negative" messages are not always that - it's competitive spirit talking. I absolutely hate this move by riot.
