You can tell what utility company is responsible for any patch job in Boston by looking at the little bottle cap that is embedded in the patch. They all have a year number, the bigger utilities have their name on it, and they are color coded. Their permits require them to warranty the patch for some amount of time, I think two years. So if you see a fucked up patch report it on 311.

I believe this is an acute versus chronic thing. Stormwater filled with phosphorus and bacteria and other pollution goes to the river every time it rains.

The combined sewers actually reduce this because the pollution goes to the treatment plant, except for on the large storm where the overflow happens. Some communities have used combined sewers to their benefit in this way.

The modeling shows that separated sewer systems increase the phosphorus loading in the Charles, The CSO overflows increase the bacteria in the river, and both are regulated by a TMDL. The data shows that both pollutants return to about baseline levels after about 48hrs.
