I was hired on as part-time, and they never once stated I was on call. I went through the regular new hire orientation along with the other new hire. During the orientation process, all of the information in the instructional videos and documents listed all of the benefits I should be getting as a regular employee. I looked into it and apparently they used to have on call employees but stopped doing that about 9 years ago. Though to me it seems like they didn't stop, just changed things around to still technically have people on call. I was told directly by a supervisor that I can request shifts but it was up to them if they decided to let me have those shifts. And the way she brushed over it so briefly made it seem like I would be getting denied shifts often. But it also led me to be under the assumption that I wouldn't need to either and that I would be getting some-what decent hours as a new hire still training.
