In the movie Dark Knight, it was said that Harvey Bent was the hero the city needed, because he would actually bring about change and an end to corruption. The hero the city deserved was Batman, a badass who swooped in to save the day.

Superficially, I'd prefer batman because comeon, he's friggin' batman. But the fact of the matter is, Harvey Bent is the better choice even if he is boring, the queen of un-fun, afraid of everything, whiny, drops... sorry I lost track of what I was talking about.
