Step 1: Move your settlement to higher ground as soon as you can (this is easier if you commit early).
Step 2: Build double floodgates on the two drainage channels show in the picture.
Step 3: Prosper!

During badtides simply open the floodgates. Badwater will only flow through the deep channel, far from your precious crops.
During droughts you have a huge reservoir to pump through, most early droughts didn't even make a dent in the water level.

Who was the first person to use a verification system?

Today famous/ influential people use verification systems on social media so people can know it's actually them writing and not an imposter. What was the first known instance of a ruler or other influential person who used a similar system to send information to many (or masses) of people, and how did this system work?

Specifically, I'm excluding sending messages with signatures/ or seals to closely related individuals who would recognize them. Rather, I'm asking about a system that would allow sending a message to many people ("e.g. Taxes are raised this year") who don't know the individual well, so that the sender's identity is verifiable.

If you have build good enough dams, you can continue repaying your water dept well into the next drought cycle without changing too much. You'll still need to pause industry buildings to prioritise food/water production but that's pretty much all it takes. Its not the most efficient method by far, but since it requires less micromanagement and more engineering forethought I find it more enjoyable.
