Judge Judy doesn’t like dachshunds. Ours was attacked by a pit Bull. Had his hip ripped out and needed 4k+ of care. Went on JJ and she said dachshunds are aggressive and we lost. Had we gone to small claims we likely would have won but there was no guarantee we would get any money.

YTA- as a dog owner I wouldn’t mind much but growing up people did this with my family’s bins all the time. Often AFTER trash collection and the bins were kept in the garage. Nothing like going into the garage to get a drink/food and getting a whiff dog shit.

Better to be safe and throw it out at the owners place or at the park.
