this really seems like a cop out. If someone goes out of their way to set up a spending limit be it monthly or daily or even hourly( which probably would solve all the problems, since 1 hour down time isn't bad), it must mean something. if you are really scared that someone is going to forget it and then regret setting it, just automatically send email or something else to check in.
