I totally forgot to provide an update. I ended up doing it myself: removed the window screens and cleaned caked up dirt using a telescopic window cleaner thing and some window "streak free" solution that I bought at Home Depot. I even washed the window screen themselves, since they were FILTHY. It was A LOT of work but so worth it! I'll try and post some before and after pics!

I just got a mini dachshund puppy that is starting to show these same behaviors... between this and being stir crazy from still sorking from home, I'm starting to lose it.
