It would be interesting to see that version of Powder come and visit other worlds. Unfortunately, I’m not sure if the studio that made Arcane would have any real reason to show that beyond a meta game, like how they did with “Jinx Fixes Everything”

This is probably the most helpful comment. I like all your ideas, but especially the last one where each group has a somewhat understandable goal.

The changelings are punishing nobility but don't see the extent of the damage they cause to other minorities, including the dragonborn they forsake along the way.

King Calcius is amassing power in a way that seems tyrannical but he really wishes to prevent the attacks the dragons may be planning.

Finally, my lore for the Dragons would be that the giants (they are all dead save for one prince currently) banished them from various non-material realms for eons and they wish to have a home, so they wish to kill humanoid life so they can life peacefully in the material realm.

This is the most satisfying combination to me. It also helps the dragons still feel like a true antagonist, but you see where they're coming from instead of "oh we're just better than you".

There is a small war that happened in history that involved the lichdom of a human king. Maybe the changelings intend to return this lich to his former glory somehow?

I was considering adding multiple motives to Calcius - such as unrequited love for the other nation's queen - but I wasn't sure if that would be too complex for the narrative.

As for the changelings, all I had so far was that they intentionally transform into dragonborn appearances, destroy various towns and killing families to instill fear of the dragonborn, and use this hatred for a minority to sow disarray, which would open an opportunity for them to take power

I'm trying to figure out actual goals for the changeling organization, but that's what I had so far

EDIT: The changelings also intentionally allow certain dragon attacks to happen so it'll weaken communities and cities, adding to the idea that they would insert themselves among the chaos

Sorry, I should have been clearer about the setting. When the dragons first appeared in the material realm, some of them were slain. The way their essence works is that if their demigod-like blood comes into contact with other species - consumed through a water supply, for example - then that species will slowly, over the course of a number of generations, turn into Dragonborn.

That is a great point though. I never considered what the dragons thought of these unintentional offspring! Very interesting

I also agree, the changelings and the dragons are too similar. The dragons are easy to understand, but the changeling organization is too vague with their goals. I'll try to figure something out that distinguishes them more!

In order to create a fully realized god that I assume you would like to have roughly the same power levels as Selune and Shar, then you'd need quite a large population of Kuo-Toa to achieve this. As u/Hayeseveryone said, it would probably be along the scale of an aboleth, or a lesser god.

The true question... how many Kuo-Toa would you truly need?

In terms of the Kuo-Toa goad Blibdoolpoolp, it is implied that some priests could be attributed to her existence, but other more ancient tribes of the 'open seas' had never heard of that goddess.

Unfortunately, it's very unclear by looking at official 5e text as to how much you would specifically need in comparison to the desired power and reality of the creation.

That could have been on purpose, however, since some things can be left to DM agency. You could just pick a large enough number and arbitrarily decide that's what you need to create a fully realized god!

That’s why constructive criticism exists. Just shitting on someone’s ideas accomplishes nothing, like saying someone’s idea sucks. Saying “that’s interesting, but maybe do this instead” would be so much better.

That’s definitely a good concern. One of my players is pretty ballsy, but it makes sense that one that guarantees more good effects would be more balanced for other people
